Presentations of four project-proposals were delivered by workgroup representatives at the third forum session in the municipality of Caska, which took place on Wednesday (09 July 2008), at the Todor Janev elementary school, in the presence of approximately 40 citizens.
The project-proposals were identified by citizens of this municipality during the course of the three-month forum process as part of the Community Forums Programme.
They include: refurbishing of the Mountaineering House Ceples; providing fresh water supply for the residents of the village of Busilci; construction of a multi-purpose sports field; and reconstruction of roads, i.e. the main street in the village of Gorno Jabolciste, the main street in the village of Dolno Jabolciste and Aco Shopov Street in the settlement of Caska.
The workgroup presenting the project-proposal for refurbishing of the mountaineering house underlined the need to equip the house with a kitchen and a dining room, in order to meet the basic needs of visitors. One the arguments given by the presenters included the fact that visitors to the mountaineering house Ceples should be able to have their basic needs met during their stay at the house.
The presentation of the project-proposal for providing fresh water supply to the residents of the village of Busilci underscored the lack of hygiene in the homes and the number of registered cases of infectious diseases caused by the lack of clean drinking water in this village with approximately 90 inhabitants, located 15 miles from Veles. One of the goals is, according to the presenters, to persuade the villagers that it is indeed possible to continue living in the village. The project-proposals also focused on utilizing the two already present water catchments for healthy drinking water, whose potential is not fully used.
The construction of a multi-purpose sports field, primarily due to the lack of sports terrains in the municipality as well as the small number of sports clubs, is a project proposal that would, among other things, motivate citizens, regardless of their gender, age or nationality, in their socialization and healthy living. The argument in favor of this need provided by the presenters of this project-proposal also included the problems with the delivery of physical education classes in the Todor Janev elementary school, as well as the improper use of the agricultural land in possession of the school.
The presentation of the workgroup on Road Reconstruction identified some of the problems faced by the villagers of Gorno and Dolno Jabolciste due to the muddy main streets in these villages, as well as the Aco Sopov Street in the Caska settlement, which is also impossible to use during the winter. The presenters underlined that it would be the students and the elderly who would feel the most the benefits of the implementation of this project-proposal, because these main streets connect all facilities in the village, including the infirmary and the school.
All presentations, backed up with slides, argumentation, questions and answers about the specific project-proposals, included a description of the problem, the objective, beneficiaries, proposed solution/s, leaders or partners, as well as a total sum or budget. These elements will be further changed or amended in the following forum sessions, depending on process developments.
