Topic – Through the Community Forum the municipality defines two to three topics based on the assessment of (the development) areas with the highest priority areas that need to be solved due to the fact that they create difficulties in the everyday life of the citizens.
The selection of topics needs to be performed on bases of the participation process including women and men, as well as the ethnic minorities. They also need to encourage different opinions on their resolution.

Forum sessions – At the first forum session the citizens will decide which of the proposed topics/areas is most significant for them, and afterwards at the following forum sessions they will carry out an in-depth analysis, determining specific problems and proposing solutions 

Working table – The forum participants are structured into working tables, on grounds of their social and economic interests. The local administration is represented at the forum with rights (vote) equal to those of the rest of the participants.

Budget – The Municipality will participate in the Project fund, where the funds will be spent locally in accordance with the decisions adopted at the Forum. The Project fund for each Forum (each municipality) will be comprised of financial assets allocated by SDC on bases of the participation provided by the municipality.

The right to participate – The Community Forum will be able to encompass all the municipalities in Republic of Macedonia that meet the criteria for application apart from the municipalities that have already participated in the Programme.
