"Community forums" program - Goals |

Program's main goal is to
support the participatory development of communities on local level.
The Forum is a developmental platform aiming at (1) citizens improving
their own life by means of own ideas and participation; and 2) the
administration developing participatory and accountable local
governance that can be trusted.
The Forums Program objectives are:
- To include citizens in local governance. This can be
achieved by the participation of local stakeholders and ordinary
citizens in the project development and provision of recommendations,
and later by participating in the implementation enabled through
financial support provided by the SDC and the municipalities
participating in the project.
- To create partnerships among
local stakeholders. When developing recommendations and project ideas,
citizens and stakeholders establish informal coalitions among them,
which can later be institutionalized into non-governmental
organizations or other formal bodies of local partnership.
- Participating
in the elaboration of project ideas, the municipal administration (MA)
develops skills and acquires knowledge. During the implementation stage
the MA develops practical capacity in terms of projects. This is
particularly important as most often it is the capacity for
"partnership" because the project brings the MD closer to the other
stakeholders.
- To improve the local administration capacity
in terms of the decentralization. Participating in projects and
responding to the recommendations, the MA practically implements its
new responsibilities related to the decentralization process.
- To
specifically improve the local social and economic environment.
Specific results from the financed projects do not represent the direct
goals of the approach that utilizes the FORUMS. Nevertheless, these
practical results often create the leading motivation of citizens to
participate on the FORUM.
