  Arrangement of public spaces and reconstruction and construction of public facilities are the two topics that the citizens of the municipality of Caska will debate and elaborate in greater detail in the following forum sessions. This was decided as a joint conclusion of the first session of the Community Forums project, implemented by the Center for Institutional Development (CIRa), funded by the Swiss Agency for Development and Cooperation (SDC) and the municipality.

  Some 30 citizens, taking part in 9 round tables focused on specific weaknesses in infrastructure, public health, culture and tourism, located the main problems facing the municipality of Caska. 
  A large number of problems were identified, including the paving or reconstruction of specific roads and squares, construction of sports fields, equipment for mountaineer houses, problems with municipal utilities, and treatment of solid communal waste.
  “We want to arrange the village square in Busulci, because it was totally destroyed in the war of 2001. This is the right time for that, because there has been no investment in the village for almost 20 years, and this will also strengthen co-existence with the Albanians,” says Risto Petrusevski from the village of Busulci.
  “If you want to do business in parts of this region, you cannot get to certain locations because there are no roads. This is a good opportunity to use some of the money on that,” thinks Nikola Dimitriovski from the village of Busulci.  
  All problems identified by the citizens that cannot be included in this project would be recommended to the municipal administration for deliberation in the following period.
  “The main topic of this session was for the citizens to look into the problems of their concern; this is an opportunity for all citizens of the municipality of Caska to say on their own what is key to their everyday life. The people mentioned so many problems which indicates that they are very interested in resolving them,” says Vaska Draskovic, forum session moderator.
  The aim of the Community Forums Programme is to support the decentralization process and to enable citizen participation in local community development.
